 Grievance Redressal Mechanisms

Vijayapuram Grama Panchayat has various grievance redressal mechanisms at different levels to ensure that complaints and applications from the public are addressed in a timely, transparent and effective manner. Citizens can submit their complaints either directly or through available online platforms and can follow up on the action taken.

1. Front Office

Citizens can submit complaints and applications directly at the Front Office of the Panchayat. The complaints are forwarded to the concerned section for necessary follow-up action.

2. Panchayat Secretary

The Secretary examines complaints relating to Panchayat administration, obtains reports from the concerned officers wherever necessary, and takes appropriate action in accordance with applicable rules and procedures.

3. Elected Representatives

Citizens can bring local issues and complaints to the attention of the Panchayat through their respective Ward Members.

4. Grama Sabha

Issues relating to local development, basic infrastructure, welfare schemes and other matters of public interest can be raised before the Grama Sabha. Such matters may be forwarded to the Panchayat for necessary consideration and follow-up action.

5. K-SMART / Online Services

Through K-SMART and other available digital platforms, citizens can access various Panchayat services, submit applications, track application status and, where applicable, register service-related complaints.

6. Higher-Level Grievance Redressal

Complaints that cannot be resolved at the Panchayat level or matters requiring further examination may be submitted to the appropriate supervisory authorities of the Local Self Government Department, as applicable.

7. Ombudsman

Complaints relating to corruption, irregularities, misuse of authority and other matters concerning Local Self Government Institutions may, where applicable, be submitted before the Ombudsman for Local Self Government Institutions.

8. Kerala State Human Rights Commission

Complaints concerning alleged human rights violations by public authorities may be submitted before the Kerala State Human Rights Commission, subject to its jurisdiction and applicable procedures.

9. Right to Information Act, 2005

Citizens can seek information available with the Panchayat by submitting an application under the Right to Information Act, 2005 to the Public Information Officer (PIO). The appellate mechanism provided under the Act may also be utilised where applicable.

10. State-Level Grievance Redressal

Public grievances that remain unresolved at the Panchayat level may, where applicable, be submitted through the appropriate State-level grievance redressal mechanisms in accordance with the prescribed procedures.
